What We Do

As the collaborative voice of Scotland’s food and drink wholesale sector, we work with and for our members to influence policy, shape regulation, and ensure wholesale is recognised as a vital part of the supply chain.

We act where it matters – responding to evolving government agendas, collaborating with stakeholders, and focusing on the policies that impact our members most.

Many issues carry over from year to year. Others are new, driven by Scotland's Programme for Government, UK legislation, or wider geopolitical change. We engage directly with policymakers across the political spectrum to ensure the wholesale voice is heard, and we turn that engagement into action – through consultation and committee evidence submissions, and targeted policy work.

Our positioning is shaped by ongoing engagement with members and our Council. We promote a modern, responsible wholesale sector that is ready and willing to engage on key issues – from the economy and sustainability to health, workforce, and innovation.

Our Policy Focus

We work across a broad range of policy areas that matter most to the wholesale sector, including:

  • Food and Drink
  • Health and Wellbeing
  • Environment and Net Zero
  • Skills and Workforce Development
  • Business Growth and Finance
  • Digital Transformation and Innovation

Our Key Messages

Our policy and advocacy work is underpinned by clear, consistent messaging:

  • Responsible wholesalers, willing and able to engage across a range of policy areas and political perspectives.
  • A focus on building a business and regulatory environment that supports the growth and sustainability of the wholesale sector.
  • Recognition of wholesale as a critical route to market for local Scottish produce and a key component in the national food and drink supply chain.
  • Promotion of the sector’s contribution to sustainability goals, including efforts to decarbonise operations, reduce food waste, and overcome systemic barriers.
  • Use of case studies to highlight real-world examples of innovation, collaboration, and positive impact.

Our Impact

Over the past year, SWA has made sure the voice of wholesale is heard across key policy platforms. We submitted formal consultation responses regarding:

  • Minimum Unit Pricing (MUP)
  • National Good Food Nation Plan
  • Restricting promotions of Food and Drink High in Fat, Sugar or Salt
  • Single Use Vapes
  • Charging for Single Use Disposable Cups
  • Circular Economy and Waste Route Map
  • Marking of Retail Goods
  • Internal Market Act 2020

We continue to represent the sector in discussions around Deposit Return Scheme (DRS) and Extended Producer Responsibility (EPR), while also promoting members' efforts to support the Net Zero agenda. Where necessary, we challenge proposals and seek practical, fair solutions.

By working together, we ensure that wholesale is part of every policy conversation that matters.
